According to CCP Remnant, it will be likely with the high CPU PG usage but scout suits will be the only suits with massive bonus to reduction of CPU PG usage of the equipment item. Non-scouts will suffer drawbacks while scouts get perks.

In fact, cloaking will make redlining (by everyone) and doing very little much more desirable because you can spawn in, put on a rubber band, then get a full ISK payout or the full 75 loyalty points.
I'd be really careful about implementing this, CCP.

To address the issue of rubber band bandits, we just need to get rid of the passive gains given to players per match. These are the kind of gains you get just for being in the match followed by a complete overhaul of the SP weekly cap system. Alternatively you can just implement a tracking system like we have in Eve that detects signs of an AFK player and have them booted out automatically.
